The European Union is actually quiet documented.
For centuries before the actual establishment of the European Union too many have thought about making it happen. Specially the most internationalist strand of liberals.
The European Union was preceeded by the Soviet Union, which one can imagine as a hardcore model state for the EU in that it try to create a new man (the soviet man) from a myriad of different Nations united under communism.
Back to the E.U. The European Coal and Steel Community is exactly what you would expect if in Western Europe France would find itself as the dominant power who had to deal with a defeated Germany. Two questions arise:
1) How to prevent a new German ascension permanently?
2) How do I keep exporting the values of The Revolution of 1789 and create a new liberal order that can encompass my neighbours? So that France remains dominant and powerful even beyond France in a supra-national matter?
France joined with its defeated axis members: Germany and Italy. It also got the Netherlands, Belgium and Luxembourg which are ridiculously powerless states.
Liberalism grew. Existentialism grew. The E.U. grew. France thought it would be different.
But then again, it started when France was a colonial power.
The E.U. is basically French engineering gone wrong coupled with German autism.
