Because the people were unhappy and revolting. The government was left with two choices: fight a bloody war and end up like Ceaușescu or accept a payoff and get amnesty. Eastern Europe was getting hit hard and reform was seemingly inevitable from both the stand point of a more open society and people getting away with more stuff like Lech in Solidarity.
Its merely a cause and effect of the Soviet Union Putin, remember it lasted until nearing the end of the 20th century so it still requires time to bounce back from such an event. Especially considering how gigantic the Soviet Union was, and the types of people it controlled and forced under harsh conditions. During the early 21 century was sheltering and prospecting, and now this is the building and reforming stage of a country's collapse. WWII was the last period of history when people were dying of hunger. And they were almost exlusively dying of it in the besieged Leningrad, where we couldn't get food into the city due to the (((GERMANS)))

Russians always had a problem with Nihilism after they got modernized/westernized since Peter the Great and Katherine the Great. Russia than always shifted between the West and their orthodox traditions, remember Communism was a western phenomena, it should have been never tried in a rural and agricultural Russia, it was meant for western industrialized states. The soviets were destroyed because this world wasnt big enough for the both of us. Only one empire was going to be allowed to survive because. The soviets lost and so we dismantled their entire political structure. History demands that you destroy your enemies totally. The only reason Russia didn't get Carthaged out of existence is because Putin stood up to the west. That said, we're entering a new era of great powers. Russias might doesnt come from its economy. The global economy is literally stacked against Russia but they still manage to outplay the west on many fronts. Putin is probably the most competent geopolitical actor on the world stage.
