Because we're pretty reserved (at least middle/upper class). That tends to come across as polite to people who aren't used to it. If you're familiar with it, it's easier to see how often it's based on arrogance. And easier to hate that arrogance. Everyone likes and hates different bits of different cultures, just part of life. That is true. They're pretty gobby most of the time, and give the rest of us a really bad name with all their ibeza crap. As you say, it does seem to include a fair measure of extroversion. But even they could probably put on a fairly decent polite face if they had to. They just have no real need, and it wouldn't help them in their lives. Whereas upper class especially are basically required to be polite/reserved (at least in public) to survive in their lives.
