Seriously why weren't they the main villains in the Android/Cyborgs Saga?
The were given all this hype to be the biggest killing machines on the planet and then do nothing.
If not for the History of Trunks and the Trunks flashback, they wouldn't be able to be taken seriously. Those moments are the only things that saved their characters from being completely buried.

Torishima, Toriyama's former editor for Dr. Slump and roughly the first half of Dragon Ball, was disgusted to see that the villains to surpass Freeza were a fat Chinese robot and an old guy. He told Toriyama that such villains would not do, and said that they should be cooler. Toriyama, out of respect for the man that helped him throughout the years with advice, complied. However, Torishima was also not happy with Android 17 and 18, saying they're far too young looking and childish to be threatening. Toriyama then made Cell, which he finally agreed with. His actual editor at the time suggested that Cell should transform into a stronger form, but was disappointed to see Semi-Perfect Cell and his big dumb lips, prompting him to ask Toriyama to eventually create Perfect Cell.

Question: Let's say Dr. Gero first created the cybernetic brain and skeleton, and implanted it into the still living flesh of Lapis and Lazuli. (I think that was their name.) In this case, they would be more akin to a Terminator, given the endosexeleton would be the "real them" with the flesh being an addition, instead of the other way around. Is that still an Cyborg? Is it an Android? Or is it something else?

Also, note that in the manga, Trunks when he first appears actually warns about Androids 19 and 20, not 17 and 18. His confusion about them later is a big plothole caused by this change of plans.

Toriyama was drawing everyone with big foreheads at that point in the manga, but due to them being new character only they got those in the anime.
