At the start of the manga he didn't really react, but if you look at the end of the cursed Swimsuit, you actually have Ranma blush and cover her breast while turning away and bending down to hide herself in the water after Tatewaki saved her life. Sadfly for Kuno he never notices that he actually had an affect on her that time so nothing came off it. To bad really as he could have built on that if he had been more aware and a little bit smarter.
