Western European nations have a 1.4 average birth rate, but that includes foreign-born citizens and non-citizen migrants.
In other words, Western women have even fewer children than Japanese ones, but the crisis is masked by migrants having 3-4 children each.
The reason that Japan is singled out by the media, and that this meme persists, is obvious: Japan is alone among developed nations in rejecting migration. Bear in mind these departments (broadly speaking, International Studies, Global Studies, and Peace Studies, as well as the International Liberal Studies) are very disreputable, and usually have a totally different acceptance criteria for their programs - paramount among which is English speaking.
They're frowned upon by the rest of the faculty and student body everywhere I've gone - they're often close to the foreign student study programs, and basically form these incestuous enclaves of foreigners and foreign-born Japanese playing at academic study. 100% of it is pro-immigration, left wing shit.
I don't know why they exist. I assume that Western countries pay some kind of funding for it? I mean, I guess it weakens Japan and makes a bunch of English-speaking fifth columns, which is strictly in the interest of foreign powers.
The universities are very free from state control - I'm sure if the government had the choice, they'd purge all these departments.
