Yeah but what happens if you say get caught drunk driving. There's zero checkups on your driving ability here once you get it but if you screw up multiple times it gets rather strict with suspending your license

You don't need to legally own a house (or have consent of the owner) to live in a house.
You don't legally have to be hired to work somewhere, though you'll probably have to rob them for wages due, since it'll be a bit hard to be paid otherwise.

The thing about crime is that criminals are explicitly not following the law, that's the crime.
A person can wander up to any driver at a stop light in traffic, bash out the window and GTA style yank the person out of their vehicle, drive wherever they're going to commit the crime, do it, and that's it, the crime is done. The same with guns, most guns used in crime are illegally possessed (especially given felons are banned from owning firearms)

Drunk driving is punished very harshly, speeding as well. You get fined and lose "points" on your license. Eventually they take it away, you might even go to jail depending on how bad it is.
You have wrong though, having a car is also pretty much mandatory here. I know a few people in their 30s who don't have a license because they always lived in large cities, but out in the countryside you're fucked if you can't drive.

Yeah, in Paris and you have the subway and bus everywhere, having a car is more trouble than it's worth. But in the countryside there's a lot of villages where the nearest grocery store is 10 km away.
