Hate speech is free speech, you can legally say that you hate kikes. But saying "There's a kike, get him" is incitement. Basically incitement is telling people to do something.

A clear line is drawn. Any speaker may speak. A civil society can listen or turn away. If violence follows, so must criminal enforcement. Not of the speaker, of the violent listener.
