Russia can't conduct an offensive war against the west that doesn't include nukes. Their army is ill trained and underequiped. Most of their equipment will fall apart under stress. Just look at their 1 aircraft carrier. It lost 2 planes after just a handful of missions due to maintenance issues.

Russia's toys are all rocket based and based off older soviet stuff. They don't have much, they don't have much of a budget. That's why they keep building new nukes. They can't win a conventional war but they can use MAD to make sure there will never be a conventional war.
