There's a pretty clear correlation between the level of civilization peoples attain and their time exposed to agriculture + cold weather.
It's the White man and the East Asians who are the most accomplished in terms of civilization both exposed to agriculture and cold weather.
The people of the Middle-East and South Asia have been exposed to agriculture for as long or longer, but do not have the cold weather, and have the hyper fertile river valleys, like the nile. Farming came way latter. When we are talking about human evolution we are talking about hairy naked, hunter gatherers.
I think a lot of it has to do with the change. Far from the equator it is colder, sure, but the biggest difference is not a reduction in average temperatures, but a how the climate fluctuates so much from season to season.
Also water is sort of easy, either you live next to a year round source, or you simply do not live. Water puts a cap population size, but when you are from the village that knows water sources A, B, and C you simply need to remember the directions to said water sources.
As for deserts. Has there been any long term desert dwellers? Most of the ones I know either had their lands turn into deserts recently, or traveled over deserts for trade, they lived next to water not sand dunes.

Climate encourage long term planning is a contributing factor but it's not the be all end all of geology influencing evolution and culture. Europe is a wonderful place to live with easy access to harbors and lots of rivers that are navigable year around which made trade of all sorts very easy and profitable.
Contrast this with Africa. There's no real mountain ranges so the rivers are fed purely by rain which is unpredictable. This means that sometimes they're navigable and other times they're not. The coast all around Africa is generally very shallow and there's not a lot of natural harbors. Overland trade was also made very difficult not only because of desert but because of disease that specifically targeted pack animals like mules. This meant that traders were limited to whatever they could carry. This and many more factors led to a very isolated population which couldn't share language and cultural practices so couldn't develop like Europeans did.
