You can just make him kill other Servants by using a Command Seal, but that'd strain your relationship with him. You could summon him in his Battousai days, but he wouldn't be as strong as after the Kyoto arc.

Arturia had B rank luck under Shirou and she got darkened by the Shadow, arguably better than anything Lancer ever got. Medusa had a better Luck stat under fucking Shinji than with anyone else. Etc. etc.

So what happens in this case? Just EX in everything except luck (and arguably mana)? Do I turn to dust from mana drain in an instant when he's summoned?
Assuming he isn't powered down and I don't insta-die, don't really see myself losing considering he could defeat anything in Fate by snapping his fingers. I also don't see the grail managing to summon him anyway, so he'd have to be powered down for the summoning to even happen. Where would the grail get that much fucking mana from otherwise?
Actually, those would be considered natural. They talked about this in the LN and he can't negate natural leyline, layers and such.

As she's already there, it simply ups Mad Enhancement to EX. Additionally, fires an Anti-Fortress beam. Due to Hibiki's low Mana, the offensive capabilities of this Phantasm are rarely useable.
