It isn't speed that was a goal with Tu-154 with very high thrust for airliner. Design goal was short runway performance. It has limited ability to operate from unprepared fields, but in reality is mostly about operating from badly serviced fields up north. It is quite tolerable to snow not being cleared from runways.
Both control and engine issues with Soviet aircraft stem largely from the Soviet Union being left behind in electronics, western engines had Full Authority Digital Engine Controls. That reduced pretty much everything from fuel consumption to wear and tear. Cockpit instruments were also more user friendly.
