There are A LOT more circumstances than what they put up. First, it matters how much was stolen if it becomes grand theft or not. Second, it matter if it was armed or not and if people were hurt. You can't just leave all that information out. Is total points reflective of their criminal history? Repeat offenders should be given much more harsh sentences as well.

This. The courts want justice, but they also want shit to get taken care of quickly and efficiently so they aren't taking months or years to get through every case.
