Is there a way to make a character actually move and think at the speed of light, while still making it reasonably balanced and entertaining?

No because the "speed of light" concept is inherently broken and messes with space,time, and matter. Just make it "thinks and moves REALLy fast".

They can move at the speed of light but their perception is still that of a normal person, meaning they can only move in a straight line and only for a very short burst else they launch themselves off to space.

OP's question is pointless if we can just ignore consequences of going at the speed of light.

Physics is not like your mother, whom you can just ignore if you feel rebellious. Physics is more like your dad, and if you don't listen to him, he'll make you listen. Physics is quite adapt at spanking those that feel like they can just do whatever they want.

A character moving at the speed of light would break anything around him by pure friction. Kizaru goes around this because he turns into light, meaning he can't really do stuff when in light form and has to turn real and deaccelerate to do anything, and because OP isn't that strong on physics. He still should be able to pull lots of shit he doesn't do.

I was thinking more along the lines of, if they actually moved at light speed they would immediately go into space or crash into something, so they have to concentrate on gimping themselves and moving considerably slower to avoid that

Matter moving at light speed has infinite mass and energy. That breaks the universe.

His attacks don't even look like they move at liight speed or as lasers half the time.

Like those balls of light he shoots out.

If they actually start moving even remotely that fast, they start suffering severe internal injuries. If they move at the speed of light, they explode.

well, you can use a bit of physical intuition to make a character's power work in a manga, as long as the contradiction with the laws of physics is not to flashy (pun not intended here)

imo the issue is the degree at which you can break physics. If you do it too much then it's a hodgepodge mess that doesn't make much sense. There's a middle ground where things are "believably unbelievable" like dragons breathing fire or punching a mountain in twain.

But other times, especially against stronger enemies, he doesn't use them. Just the ones that can actually be blocked like when Marco did it.

But he's also incredibly lazy and never goes at full, even against Whitebeard.
