NATO phonetic alphabet words are chosen specifically for sounding unique. In the case where you can't afford to have misheard letters, partial words can be heard and you still get the message across with a fringe signal or high noise floor. Also, think about how similar "F" and "S", "Z" and "C", or "A" and "K" sound over the radio.. That can be easily misheard if you just say the letter.
Not to imply you are incompetent but double-check the volume on the page itself and the frequency. Also note that the regular coded transmissions have stopped on 8772 and 1175 so there may just be nothing broadcasting at the moment.
