Actually there's lots of reasons to use phonetic alphabets. I agree in this instance it seems unlikely, but phonetic alphabets are often used on radio transmission. It's why they exist. They're resistant to partial information loss (static, distortion etc), and means everyone can use the same system for inter-language communications. But yeah I agree it doesn't seem like a fishing boat. Must be some kind of aircraft.
