That's not automatically bullying, there's are more chance for it to be "this guy is weird, let's try to avoid him". And on the day of the shooting, you would have been right to avoid him. Actually association with him is what caused the act since apparently that's his girlfriend dumping him which pushed him over the edge.
And we now know his black adoptive brother bullied him with his friends during a good part of his childhood, out of jaleousy. If he was naturally awkward at the start this might have been making him even weirder.
