It IS true, we've known this since basically the beginning of bitcoin due to its ability to embed arbitrary encrypted data. It's also why bitcoin advocates sneezed at shit like filecoin and even ethereum smart contacts, saying that bitcoin can do this too.
This isn't the only system that has this property: see freenet as well, which stores random encrypted chunks of data on each participant's computer, including potentially CP. But the only people who get caught are those who actually decrypt the CP, so it's extremely unlikely that any police force will try to ban having the blockchain on some device.
In the event it does happen though shit's fucked for real. But if it's really just a move to fuck with bitcoin and not about the CP, then an "inverse coin" could be used instead: use a system like freenet to encrypt the coin data, and pass the transaction information to peers under that format, along with non-coin-based data like normal files. Under that system, there is no difference between coin and non-coin traffic and thus presumably the entire system couldn't be made illegal as it would imply making ALL filesharing systems illegal.

It's great news for investors shorting bitcoin. In fact, it's a little too great. For starters, I don't believe you can embed CP in an algorithmically-generated hash. I also think the Nvidea comments section is not the best primary source. Third, if you want the price of bitcoin to fall so you can buy video cards cheaper, one strategy might be to trick people into stop mining and sell off their rigs.
The planted evidence this time is not the CP, it's the comments scheme to get people to dump Bitcoin.
