But that wasn't his motivation. He wanted Sakura to develop her Imaginary Numbers, and the Makiri never bothered to teach her any real magic.

Imaginary Numbers isn't remotely unique enough to get you instantly dissected. There's several mages who have it. It's as rare and powerful as being an Average One, but it's nothing that violates conventional understanding of magecraft like a Reality Marble or Zelretch's Jewel Sword or Touko's puppet bodies or the Emiya plan to wait until the end of the universe to reach the Root.

Nasu already clarified in an interview for UBW UFOtable that yes, Tokiomi knew exactly what would happen to Sakura for her to inherit the Matou crest. What he did not know was that Zouken was not actually making her his true heir, but just going to use her as a breeding cow. If he had known Zouken was going to completely squander her natural talents as a magus, he never would have agreed to it.

Pretty much- as a magus, it was the right thing to do in that situations. As a father and a human being, of course, it makes him a complete and total fucking monster who deserved a far worse death than he got.

Much like how Shirou's arc in HF is about how in the end he can't (and shouldn't) follow his father's footsteps, Rin's whole arc in HF is all about her struggling between the choice of doing the Proper Magus Thing like her father would do and being a decent human being and sister/friend, and in the end like Shirou she decides to reject her father's path.

I'm pretty sure Tokiomi was confident that his daughter would rise up and forcefully make herself the head of the family regardless of the circumstances. Zouken was a fool for not impregnating her with his true heir as soon as possible. By the time of FSN, Sakura herself was the manipulative schemer playing most people for fools with her submissive and agreeable personality. Zouken probably never stood a chance at surviving until the next grail war, as she had already figured him out.
