I think the clear backpacks are to turn the next generation into anti-gun voters.
Think about it, these kids having to walk around with clear backpacks all the time being put into a constant state of fear regarding firearms and being constantly reminded that the dreaded FIREARM could show up at any time to shoot you and your friends and that anyone could be carrying one and that its super scary.
