Presumably, this Omnibus bill is not as iron-clad as a genuine Budget and Trump can, if he so chooses, not follow the entire doctrine. Of note is the fact that while the bill allocates money in certain amounts for certain things, whether Trump is by law required to spend every damn time in the allocated budgets is not certain.
One can expect every step Trump takes to hold back on spending or deviate from the Omnibus to be contested legally and bitterly, assuming he takes any steps at all, but this might be a hidden blessing as it drags virtually everything into the light. Trump submits a request to not fully fund something or other, congress objects, the matter goes to court and into public view, and with it comes names attached to that something.
