gasaraki was completely forgettable trash

The surreal imagery and heavy use of symbolism in RoV was a major influence on Utena.

Plot wise however, RoV is more comparable to LOGH than it is to Utena, since it has a heavy focus on politics and history, and is just more grounded in general (which isn't a bad thing).

Oniisama e... and Princess Tutu are closer to Utena in terms of premise than RoV is, but RoV itself is a must-watch. RoV is my favourite anime of all time, and this is coming from someone who's a complete Utena fanboy.

Cardcaptor Sakura is one of the shows that ruined anime. That was the one that got everyone into these idiotic waifu-bait shows. You have to go to the late 70s and early 80s to get the really good stuff. That was back when every episode had to tell a complete story, because the 50 episode length meant that you couldn't just do a six hour movie like today. If you want to make the case that old anime is better (which it is,) then you need to regress harder.
