I will tell you why Erdogan wants Manbij, to have a wider front against the """SAA""" as the only shared front between the TFSA and the Assadist forces includes the well fortified Kuweires Airforce base, the base projects power and prevent Aleppo being encircled on three sides (I will tell you why this is important), otherwise the area between al-Bab and Lake Jabbul can be easily taken. But if the TFSA were to launch an offensive from Manbij they could go around to the east of the base and connect to the lake much more easily. The three sided style of besiegement is what Turkey used against Afrin, instead of completely encricling and having the enemy fight to death, they only encircled on three sides and this gives your enemy the option of running. But all of this won't happen until after Turkey clears out Idlib of HTS, and then Russia will leave Syria as they won't have a purpose to stay (plus future, inevitable attacks on their personnel will make them pull out faster) not having the backing of Russia anymore means the ragtag militias in Aleppo would flee at the first sight of trouble.
Furthermore, by trying to push the eastern Aleppo countryside the Turks will be creating a salient, thay could be easily attacked, the Turks having been trained to NATO standards, are smarter than this so they want Manbij to prevent being flanked when taking Aleppo.

It is in a ceasefire agreement. The war is essentially frozen there for now. Apart from Douma. The Turks will not personally take Tell Rifat as it will be the TFSA instead. This is a test for them to see how well they can fight and if they gained experience from Afrin, you can tell this by the fact that Turkey has set up observation points and bombed the """SAA""", it is a warning to the Assadists to not intervene when it will happen.
