Easy solution: Segregate the schools, treat the harder to teach differently. Put them up to normal standards and they will fail to grasp simple concepts that doom them for further education(normally you'd hold those kids back a grade but schools almost always cave under the pressure of the groid parents bitching about racism and other nonsense.
