I don't think Rutile gave more of a damn to Phos than the average gem. They even considered using Phos on Pads after a while on these 100 years. They were also thinking of Pads first and foremost. Phos wanted to "make it easier on Rutile" because that's what Paddy wanted.
I'd say the only thing Phos handled incredibly wrong was the whole deal with Ghost but at least we got Cairn out of all that mess.

But we know why Phos did what she did. Padparapapaparapscha said he doesn't want Rutile to operate on him anymore. He was very clear on that subject. Between Phos and Rutile, it is Phos who is closer to following Pad's wishes. The problem is that Rutile isn't informed of the situation. She doesn't know Pad's deepest wishes. From her point of view Pad's disappearance appears like a kidnapping but she is the one in the wrong, because she cannot possibly conceive that Pad actually wanted to leave her care.

I would still argue that rutile seemed much more aware and in tune with phos as he develops and changes and meets challenges than evrey other gem who simply laddy das all day without a care in the world completely ignoring phos and his plight but I see where you coming from

This final sequence was one of the best things I've watched in a long ass time. The voice acting, paneling, composition, soundtrack, the emotional hit in the gut, everything was fucking perfect.

What Padparadscha said to Phos in chapter 29 was that the real truth may change into something beyond expectation and hurt people and their surroundings, that's why one should act calm and discreet. He was just using his situation with Rutile as an example. He knew the truth would hurt Rutile that's why he didn't tell her to stop.

In the latest chapter, Phos actually forgot everything Padparadscha said and only remembered the part about "making things easier for Rutile". That was why he took Padparadscha without even sparing a thought on how Rutile would feel.

The translation for the latest chapter is a bit off and missed the part where Phos went, "...What was it again..." when Yellow asked him why he brought Padparadscha along. The part where he said "making things easier for Rutile" was him trying to remember what Padparadscha said to him.

A more correct translation would be:

If Phos forgot everything about Pad then she would not have done anything sneaky. It's the opposite, Phos is taking Pad's advice to heart. She is applying discretion in order to bring the most good out of a situation. The old Phos would have acted like a baka and told the whole truth. She'd have explained how Pad told her he didn't want to be operated on anymore, that he would probably prefer an alternative treatment on the moon. Rutile would be devastated. Her inability to heal Pad brings out her deepest shame of failure. The Rutile/Pad relationship would never be the same. Now let's see the alternative option. If Phos simulates a kidnapping, heals Pad on the moon and returns him healthy, the fact that Pad didn't want to be operated on anymore will forever remain concealed. Rutile will be mad at Phos for a period of time but that's it. She won't be emotionally destroyed, she won't permanently lost all faith in her skill as a doctor, she will still be able to look at Pad in the face and share a future together. The truth is, Phos is purposely making herself the bad guy in order to save the Rutile/Pad relationship. When/If Pads wakes up he could still choose to tell the truth. He could explain that Phos acted based on the wishes he expressed. But let's be honest, what is more likely to happen is Pad will agree with everything Phos did and they'll share a bro fist behind Rutile's back.

Moonies already stated they tried grafting their artificial shit onto stolen gembutts and it didn't work. Phos's whole "we can fix him" thing was just flimsy reasoning and wishful thinking to get Rutile on her side.

Can I take a second to talk about how much I love this panel? In this scene Phos is dropping her facade to drop a big question when talking to Sensei, and suddenly the point of view is shifted to place this pillar between them, a pillar that is all weathered and broken. It gives a feeling of distance between Phos and Sensei, the wall that is standing between them, and at the same time it shows architecture that is breaking down, and gives emphasis on the sense that their relationship is battered and crumbling.

Also, ever since Phos came back Sensei has seemed so much more impersonal and dead inside. Dare I say robotic.

I don't think that's exactly what the moonies said. They said they tried to create artificial gem people and it wasn't a success. I think they said "they didn't move on their own accord" or something as such. This has to do with the fact the moonies can't reproduce inclusions. That's the only thing they can't do. They can create the base material just fine. That's all they need to heal pad. They just need the base material to plug the holes and then his own inclusions will swarm into the compatible material and he'll heal. Phos herself is carrying a synthetic bodypart from the moon people that her body didn't appear to have rejected. Of course she thinks the technology works. It's right there on her face.
