Hifumi doesn't really pander any more than any of the other characters in the show does, she is just that certain kind of moe. All the main 4 girls on new game are almost defined by different kinds of moe. You have socially awkward introvert moe, naive girl who wants to try her best but sometimes struggles and needs someone else to rely on, bubbly tomboy boke and tsukkomi that tries to hide her insecurities while trying to be an "older sister" kind of person.
