Also our privately administered prison system might take issue with a sudden rise in costs, in an already over stretched system, and as a business ask the government to do so something mitigate their costs (like not enforcing unpopular and arbitrary laws).
Therefore it makes sense to carry on with the "offensive speech" which will force them to look for an alternative unless the government want to take on the costs and administration of individual prisons again.

So how many charges from theses arrests or "question for" offensive/hate speech. Very few because in the unlikely event the police will charge an anonymous user for offended an anonymous user on forum known for "controversial political discourse", the CPS are going to tell the police to fuck off.
Lets say some dumb fuck actually makes a threat to kill on here and the CPS agrees to prosecute. Case goes to magistrates, everyone has a right to trial by jury so defendant asks it to go to crown. The government then has to pay out for all the costs associated with prosecuting a case in crown court and then expect the prison service to pick up the bill for the sentence if convicted.
People are making the law unworkable, hence why May wants to pass laws that force ISPs to block "certain" sites and then what do you think will happen. Maybe another site, then another site until that becomes unworkable too.
