It's a select few people running every meme into the ground. For exapmle the daily (or well the frequenzy is actually higher than daily as there are several threads per day) Rin and Shinka Threads are made by the same guy. This is apparent when you look at the current Rin Thread . The bodyguard meme started with Shinka, then he switched.

The weirdest thing here is that most of his threads are easily reconisable from the posting style and archive. He doesn't simply post an image of his waifu(s) and then some random text. He has a specific list of OPs he goes through and when a thread is popular he reuses that OP rather fast. There is a system behind it and that's terrifying in itself seeing how he's been doing this since around 2 years every single day.

Basically it is not making threads to "troll people" or discuss or even have fun, but making them as some sort of job as if he was forced to do it.
