Technological advancements like this can only be a good thing, it will improve law and order immensely.
Someone in the process of robbing a bank? Kill them.
Someone stole a car and is making off with it? Kill them.

It would make for a completely peaceful society in which everyone is safe because the government was looking after them.
Maybe smart dust wont be the thing to do it but I can certainly see people being injected with some kind of RFID poison device at birth that the government could wirelessly activate at any time, maybe it could even be programmed to activate by itself under certain situations, for example if it detected you were speeding in your car or something like that.
It would be a utopia with no crime.
