Hime isn't "poorly written", she's just serviceable and does her job. Now, if you really believe Q&H or Frolaytia have no personality we clearly didn't watch the same show.

Quenther: Somewhat naive but a quick adapter. Is a clear dreamer who has goals that are quite possibly beyond him but posses a certain wit about him that makes one think maybe it's not so impossible.

Hevia: Perpetually frustrated and put upon and wants to be done with the shit around him. Though he complains he remains loyal and is, at heart a romantic.

Froylatia: Domineering and assertive. Is very commanding yet (Almost to) quick to show her flirtatious side. Is constantly frustrated by the antics of her subordinates yet is personally vested in ensuring their safety. And yes that last part is sort of related to her job but when her job is to be responsible for other people's lives whether or not they give a shit about them counts and Im going to make up for it by bringing up that she feels overwhelmed by the expectations of her family and station, so you can blow your lame Plinkette test out your ass

Pinkett didn't even come up with that test to begin with. It's literally characterization 101.

Quenser is the quick-thinking brains of the operation, usually the one that comes up with solutions for their shitty situations (although Heivia has his fair share of smart moments). He does what he does for self-gain rather than duty and is willing to get his hands dirty, but still leans towards "good" at the end of the day. Heivia is the boastful and proud type and has the skills to back it up, but typically has shittier luck than Quenser. Despite looking like a perverted delinquent on the surface he's actually got a solid goal in life.
Either one alone probably wouldn't sustain a series but together their banter and teamwork makes things good. A lot of people go into this show (or the source material, which is far better anyways) for the girls but end up liking the main duo the most.

It's also not meant to be taken as an absolute. People's careers and appearances can greatly shape their personalities and in a visual medium create a striking and memorable cord
