There was even a fucking tv show about it in the 80's called "21 Jump Street" which is why you know who Johnny Depp is. The moving from school to school is a typical cover. Hogg is almost certainly working as an FBI informant and being placed in various high schools until he can no longer pass. This is an actual thing I've seen with my own eyes decades ago.
