The first two were because they were scared of home revolt.
Both doctrines you mentioned were put into place during WW1 and the Nazis essentially wanted that those who stayed at home could continue normal lives and produce goods without being worked to death.

Every year before Barbarossa is a year that the Soviet Union has to industrialize, recover from the Great Purge, and learn the lessons from the Winter War.
None of this would've helped. Even if Germany had somehow defeated the USSR, by 1945 Americans would've started nuking German cities one by one.
In any timeline Axis would be doomed because of the American nukes.
