But to answer your question; Old food should be throwqn out because if it's expired you can not be certain that iuts good for you and if someone would've given away spolid food and some homeless guy would get sick or even worse, die from it, his/her family could then sue that company or individual who gave the food away.

had to do this when i was homeless a while ago, one supermarket had old stuff from the bakery neatly stacked outside in plastic boxes behind the store, another one had 2 trashcans with expired yughurts and ready meal tins
It costs more money to distribute free food than to throw it away with all the other garbage so no it doesn't make sense to give it away.
I have experience of this, what ends up happening is the minimum wage plebs doing the throwing find excuses to lose or destroy the locks and links because its a hassle, security guards sit in their car with windows up, everything's fine. Even with alcohol desu, tip: if there's a broken bottle in a carton of beer in aus, whole carton gets written and goes in the dumpster. Fucking easy mode.

Surströmming is an occasional thing and not something that people eats regularly or is being sold as fast food.
i imagine poland doesnt have any food banks. Expired food can keep people fed, and shelf life doesnt mean the food is bad. You can eat anything months after its expiration. In america we get to pay half price for expired food in chain markets and grocery stores, despite having strict regulations about clearing expired food from shelves. There have been times where i ate expired food and did so because i was broke as fuck. The difference here is aside from choice, there is necessity and that need is fulfilled with food banks that basically gives food away as charity. so its 50/50 really. america wants to be able to get every penny out of customers for even expired food, and poland is seemingly more concerned about health and safety to an extreme. Which is good on poland, and as capitalist society goes america is fine too. Sell expired food at half price because expired doesnt necessarily mean poison. but each country has their own ideal. neither country is wrong or uncivilized. It just shows that civility takes many forms, but it ultimately comes down to the peoples willingness to eat expired food, and That is a whole different topic that warrants discussion.
