In Manga Chapter #31 of Dragon Ball Super, Android 17 says he knows about Goku because he could see and hear him while he was inside of Cell, So my question is (I don't know if this is dumb to ask or not) how did both android 17 and 18 survive Goku's instant Kamehameha when he fired it at Cell in close range during the cell games, shouldn't they have been dead from that moment and especially 18 who was spat out by cell after SSJ2 Gohan kicked him in the face.
is this considered an inconsistency ?

instead of shrinking and being stored in a small pod like with buu, he actually merged with cell at a 1-to-1 ratio, like a transformer combining or some bullshit. so cell's arm was 17s arm, when it gets blown off, 17s arm is blown off. when cell regenerates, 17 regenerates. i just made this up on the spot.

Once Cell absorbs a victim they are ingested into his being as you would normally imagine.
When Gohan punched Cell so hard that he spat up 18 Cell's entire body was caused so much damage that it rejected his most recent mutation. Essentially, Cell's body reversed the absorption process and reassembled 18's body and rejected it due to the enormous strain and damage caused by Gohan.
If Cell's body had longer to "digest" (for lack of a better word) and fully absorb his new components it likely wouldn't have happened. Who knows how long it would have taken for Cell's system to fully and completely absorb 18 to the point of assimilating him into his system fully. The fact that 17 was self-aware in some capacity proves that Cell never completely absorbed his prey.
But, to restate and reiterate things, Cell disassembles what he absorbs and combines it into his biological make-up. He did this to absorb 17 and 18 in particular. Him spitting 18 up was his body reversing the disassembly process and literally reassembling 18 due to the severe damage to his system and rejecting her.

Are you fucking retarded? Perfect (and semiperfect) Cell was a FUSION. A forced one, but still a fusion, Cell body had 17 and 18 inside him, so if he can regenerate his entire system he can regenerate the 17 and 18's parts that are fused into his body. Asking why they can defuse unharmed is like asking why Cell gets unharmed after being injured as well. It's regeneration for the entire entity that Cell+17+18 was. In fact this is what makes no sense since Buu's absorptions weren't fused like that but minitiaruzed and sealed into a cocoon that takes their abilities and physical traits.
