No. Toki would've eventually failed as well. Kenshiro was the one chosen by the stars. It doesn't matter if Toki was a better fighter or Raoh was a stronger warrior, at the end of the day Kenshiro is the one Yuria and the stars chose.

Nobody other than another Hokuto user can defeat Kenshiro and the only one that could do that was Raoh.
Hokuto Shinken is literally invincible for multiple reasons.
1. Musou Tensei - literal God Mode that phases the user out of existence into literal nothingness and allows him to channel the spirits of the dead
2. Hokuto Shinken is a touch of death, all it takes is landing first hit with just 1 touch to kill the opponent, no matter how strong, as long as his body has pressure points the opponent will get fucked
3. A well trained Hokuto Shinken user can perfectly recreate any technique he has seen performed just once by somebody else, meaning that Hokuto Shinken user will get access to his enemy's techniques through observation alone
You can't beat Hokuto Shinken without another Hokuto Shinken user, and then they literally cancel eachother out so it devolves into just slugging at one another like kids where the one tired less wins, that's it.
