Dekomori exists to declaw Shinka. Without her around in the LN RIkka is the target of Shinka's bullying which is basically like going around kicking an autistic puppy, but in the anime Dekomori is there instead and she's bratty enough to deserve it and gives as good as she gets instead of just acting sad and retarded.
