Big bad is as generic as possible. Big Bad's evil student is half-assed with the mangaka trying to make him "mature" but doesnt do a good job imo. And anyone else is just a mass of poorly executed bad guy stereotypes fused together.
There was one interesting villian (the gun using fog creating teen villian boy) but he got forgotten immediately. I guess he is just to OP, gun > 99.99% of quirks afterall.

Literally every nekketsu see its protagonist continually training through the manga. The moment the protag stop training is the moment the manga ends as he reached his goal (usually to be the best).
So basically your over-simplification can be applied to virtually every nekketsu, also called "battle shonens" by the slow people.

You have no arguments in first place

In short, making a job out of the concept of a hero is one of best things you can do to improve public safety. Even the nicest of cops wouldn't be doing their job if it didn't put food on the table; there is some self interest involved.
The idea that you should expect people given powers at random to act altruistically on their own like they would in a comic book is absurd. On the contrary, you would be better off expecting super villains as result.
Stain also seems to have an absurdly high standard for what constitutes a true hero and goes too far in trying to purify.
You can like Stain despite this, seeing his slightly deranged views as an impetus for bringing attention to an aspect of heroism in this society, but denying his views were deranged is a bit much.
