I'm assuming that the small number of arrests is due to the quantity of people who bought shit, or ease of location.

If you have a high profile figure, it'd be easier to locate them and arrest them, but if its just a run of the mill john smith, it's gonna be hard to locate someone like that, due to lack of public details about them.

The other issue is japan's judicial system, it's simply inadequate for dealing with this many cases, without having to delay them over time, and as such, they're likely going for high priority targets, those who're in the public eye, or those who've bought the most stuff.
