I don't disagree that it's bad writing, but it's more fun trying to come up with explanations for it than just call it bad when we all already know that. So, for my rebuttal.
The exam is already incredibly biased, we've seen that with Shinso and how he couldn't get into the Hero Course. It's possible that Deku could have made it into the general course, as Shinso could do it. But still, quirkless people can't really defeat those robots, unless they had a ton of gadgets and specialised training. Also it's possible that the higher ups can veto applicants, though I dunno why they'd do it, so I'll give you that one.
As for discrimination against quirkless people, you're right, because it's a form of discrimination. Only assholes actively and openly discriminate against quirkless people. However, like real life discrimination, there can be plenty of systemic discrimination built into the society they live in. So many people have quirks, people go through life just assuming everyone's got one. You can see at the start of the story what a shock it was that Deku didn't have a quirk. Until he found out he was quirkless, he fully expected to get one.
