So, why would the cops bother about manga and anime which is a niche market?
The pirates were likely part of a bigger chain, that includes not only anime and manga copyrighted material but also music, film, tv, and more. Also, in japan there's not really this thing about huge conglomerates having hard monopolies and strong hands, so all companies are part of an even bigger conglomerate which is basically gov level, so they call the shots.
To give an example, Worst Korea also has these asian type superconglomerates, but they have started cracking down on them, hence the Samsung shit that happened not long ago.
