It's a give and take, sometimes Japanese Kanji is the Simplified Chinese e.g. 学校, sometimes Traditional e.g. 漢字 (while Simplified Chinese is 汉字).
There really doesn't seem to be a rule as to which to use. But it is an interesting topic to look into.

I always assumed the Japanese studios made the key frames or whatever they are called and outsourced work for the frames in between key frames.

Problem is, the ones who need to pay them are the ones who employ them, and that's actually the studios, thus, it's the studio presidents who are responsible for it. The production committees don't interfere in the organization of the anime studios making the show.
They're doing the right thing by paying the absolute minimum towards the studios. Not their fault that the studio presidents are all spineless otaku who are bad at managing money and bad at negotiating better conditions or prices.

Yes, the studio doing the keyframes and the studio doing inbetweens are completely separate entities.
They all outsource them, it's just that they outsource them to other Japanese animation companies specialising in in-betweens.

The South Koreans don't really care about making their own handdrawn animated industry for the sake of exporting their own stories. They're content with being hired by the Japanese and Westerners to produce animation for hire.
