I thought animators were paid by cuts. If they make more cuts they are paid more and if they are good enough they can work faster.

Tokyo is an expensive city.

Do the animators live in Tokyo? Based on some graphs I was looking up, average rent outside Tokyo is like 50k-70k yen per month, which is very manageable. With the transit system Japan has, there is very little need to live in Tokyo or really anywhere near it.

Tokyo rent would literally be all the money they make.

It's not great money but it's more than I make. Still wish they paid better.
