drakes as wingless dragons are from original D&D way back in the 80s.
And it spread to japan too, a lot of isekai has drakes as a lesser, non-intelligent species that is only related to dragons.
The current garbage isekai of the season, death march, has wyverns, drakes, and true dragons as all being separate species.

It's just near as cemented as you think. Number of wings, number of varieties, intelligence, it's literally down to artistic preference and you need to stop trying to categorise fantasy races by a common ruleset. Let the words we use for fantasy races be what they are - vague descriptors that tell us what to expect. Dragons are cool magic lizards, drakes are shittier less magic lizards, wyverns are really shitty lizards, and 90% of the time, they're the ones without arms (not all dragons without arms are wyverns - see the Red Dragon of Demon's Souls. See also the drakes of Dark Souls for 2x2x2 drakes which are distinct from dragons)
