He's also rapidly developing new techniques and was denied the use of the gauntlets that greatly enhance his quirk. Just the fight against All Might demonstrated how much further he can go than tournament-level Bakugo. I think he's got less general-purpose use that is safe to the area and bystanders, but Bakugo's combat power is very comparable.
