Why? I'd expect someone with an ability like his to want as much distance between him and his opponent as possible, which means, y'know, not having a 40% in Emission. Also, he could conjure anything and he chose three cards? Most Conjurers choose something that, even in its basic form, does something. He just seems like a Manipulator who's chosen range and number of targets over control and duration.

Hisoka's personality test isn't infallible. In fact, outside of Leorio and Knuckle, no Emitter has fit his description. Feitan and Machi haven't been shown to be liars or whimsical. I also wouldn't call Netero "simple."

Traditionally Specialist hatsus have never been particularly good in combat on their own. Chrollo relies almost entirely on his own combat ability, speed and actual weapons when he fights. Plus a lot of preparation time.
