What? Do you even know how Legendary Super Saiyan works? It increases with power in proportion to the STRONGEST fighter in the vicinity. Enough to give its wielder (In this case, Broly) a good fight before completely eclipsing its foe. It's why Gohan didn't go beyond the standard Super Saiyan level in the second Broly film. He would've been inviting chaos by giving Broly the chance to break that barrier--which he would have. At least by sticking with a more controlled level of power, Gohan could keep his bones getting broken skill-wise ... for the most part. It's like a combination of the Saiyan "zenkai boost" and Kaioken (The strain from using a power multiplier) only it has no know upper limit save for Broly's own endurance and tolerance for pain.

Back when DBZ was still kinda new to the whole Super Saiyan thing and not everyone and their mothers could attain the form and there wasnt any next level to it, they made a movie that not only had a new Saiyan as a villain but a new kind of super saiyan. The movie caught on and Broly, the villainous super saiyan wrecking tge Z team at a time when super saiyans were still the hot shit got quite a bit of buzz.
Now though, thanks to the compkete oversaturation of super saiyans and how many new forms and variations it had, that whole Legendary thing just doesnt stick anymore.

Except that's wrong. Gohan goes SSJ2 in the film but still gets his ass handed to him. Remember, due to the lack of training, Gohan is about a fraction weaker (some sources stated around 10%) than when he fought Cell as stated by Vegeta. Not to mention Broly got a zenkai boost due to being brought to near death at the hands of Goku.
