The ones with white/grey hair are mostly Eastern Euros - polacks, lavians, Russians, Belarussians, Ukrainians, certain Finns, and rarely, Germans and Austrians. Nobody actually has hair like that in reality; but these colours are used as a hint to a character's personality. If it's white, it's some character that's really cold, possibly sociopathic, and likely, untrustworthy.
Incidentally, I am a slav with white hair.

Oh yeah, I agree. Any character with darker skin and dark hair will just blend in in the background and be a bit average design-wise. Having contrasts in a character makes it stand out more, and makes it more memorable, or at least, that's what the designers have in mind while creating their characters.
Though I do remember Mana from Yu-Gi-Oh as plain as day, she had a nice tan skin, brown eyes, and brown hair - by a designer's POV, she is nothing special. But to me, she was.

It's really ugly. Black and brown are not a good colour combination, the result isn't aesthetically pleasing. Contrasting darker colours with brighter colours (especially brown, which is possibly the most boring and unappealing colour on its own) is colour design 101.

Pretty much. Though I'd like to say that they likely don't have anything against foreigners nowadays - they just don't have much experience with them, since they're still somewhat isolated. They have a bunch of stereotypes and cliches regarding foreigners, and that's what you're seeing here.
Say you're Japanese and you need some sort of foreigner praise your product, for the sake of this argument just assume some random product.
A tall, blonde-haired westerner's words approval of something will weigh more than that of a curly, brown-haired greasy-haired italian (i.e. me). They're both foreigners, but the former's words would just weigh more for reasons.
I guess if they had a black guy for their advertisement he would be equal to a blonde man; both are very unconventional in Japan.

The world is already globalised, cheap labour is mostly sourced from China/Taiwan/Vietnaam etc. I really support the idea of setting up tariffs to make it unprofitable for work to be sourced from these countries and instead have native businesses profitable, though.

And the previous century has given lots of examples of that, like when the shoemaker, who became general, has proven to be just as good as his opponent with the long lineage of military men. That's a point I haven't seen brought up before, but a good one. Though dark skin would require screentone, not ink (in order to be shaded and not literally pitch black). Screentone is basically sticker sheets of pattern which have to be cut with a box knife and carefully stuck onto the paper. So I can imagine it not being very fun to use for a character's entire body.
Then again, I've never experienced using it myself, and there are many manga characters who have screen-toned hair, so maybe it isn't that troublesome to use.

I think the reason for a lack of dark-skinned characters in anime is that like wild hair colours, anime/manga tend to have a lot of symbolism and archetypes associated with colours. For instance the creator of Sailor Moon made Sailor Pluto darker-skinned simply because to her that was dark and mysterious, that's it. She doesn't even have an exact nationality despite her Japanese name. The same thing applies to Sailor Moon herself - just because she has pale skin, blonde hair, and blue eyes doesn't mean she's white, technically she's Japanese.
So purely out of lack of familiarity, darker skin in Japan is associated with "exotic" things (and so naturally gets reserved for unusual side characters and not the protagonist who is expected to be relateable to a Japanese audience). I wouldn't call it racism unless something explicitly said "all of these people are like this," it's more innocent ignorance.
