I see your good intentions for the most part, but the west is more than capable of fulfilling your desires - and they've got half of the things on your list done. You have "canon" lesbians, you don't have "sexualised minors", you have unique and recognizable designs, you have good 2D and 3D animation that's world-class and unmatched by nobody else, and you have good voice actors in your American animation (Futurama had a guy who played a shitton of characters all at once and he was almost unrecogniseable), and you have "characters with actual issues".
It's easier to pester western creators and artists into fulfilling your desires. Why go through all of the trouble of changing another country's beloved storytelling medium for your own purposes? Why won't you change your country's ways (assuming you're an American) instead when that should be a lot easier? You speak the same language as them, so you could voice your complaints, try starting something on social media or something, I've heard that's really effective these days.

Not everything is CalArts noodle-limbed, low-detail garbage animated in Flash, you know. I'm not going to give you any examples, but there are still good and capable animators in the west, as well as Western Europe. 2D is dying in the west and 3D is taking its place, but it's not totally gone. Ambitious 2D projects like Loving Vincent (that's rotoscoped, but still, a great amount of effort went into it) exist.
To be fair, there was some inspiration. Though with the decades, the designs became more and more Japanese. The modern western world took the approach of having stupidly simple, but fluid designs, and the east took the approach of having more detailed art, at the price of lower framerates - but they can make it work.
"otaku" can be contextually plural, "otakus" is redundant as hell.
