It's honestly really simple.
Saitama opens up as he always does. Goku, unlike basically everybody else Saitama's fought lately, actually survives the punch, spouts a one-liner, and retaliates. Saitama plays along like he did with Boros because this doesn't happen every day and, somewhere deep inside, he's hoping this guy can put up a real fight.
They fight it out, Goku has a blast losing, Saitama is disappointed again, then they both hit the all-you-can-eat buffet and Goku puts it out of business.

We've no evidence he can reach any limit whatsoever. We only know he does it (beat his enemies) as a gag. But the gag still works even if it's contained to weak enemies in his universe. The gag says nothing about him having to be stronger than goku, because he'll never go to his dumbo manga to fight goku, so we still cannot know if he's stronger than goku since the gag works either way. The gag only requires his own mangaverse to work.
