I appreciate the length of her efforts for the people she cared, and yes, there weren't people who could both be considered kind (Ichinosuke, Ui, Nomoto, arguably Son and Mai) and active (as opposed to reactive; Youko isn't kind but she's very active/agent, following the plans she chose herself).
In a sense, both Hitomi and Nomoto could be considered antagonists in each others' perspective. If we see Hitomi as an antagonist, Takeshi (Kido) could as well be a tragic anti-hero (opposed to the antagonist but not so heroic in killing partners, or even opponents instead of just defeating them).
